Letter of Support to the EITI from ConocoPhillips

February 1, 2007
Dr. Peter Eigen
Chairman of the Board
Extractive Industries Transparency Initiative
EITI Berlin Office
Wilhelmstrasse 67
D-10117 Berlin
Germany

Dear Dr. Eigen:

ConocoPhillips recognizes the significant progress that the Extractive Industries Transparency Initiative (EITI) has made during the past several years to establish a global standard for revenue transparency in the oil, gas, and mineral sectors. These extractive industries provide both the primary fuel and many of the building blocks that underpin much of our global economy. As a participant in the extractive industry, we look forward to the opportunity to work closely with the governments and citizens of resource rich countries who are taking steps to increase transparency over payments and revenues in line with the principles and criteria established under the EITI program.

ConocoPhillips is please to join others in the extractive industry by announcing its unequivocal support for and endorsement of the established EITI Principles and Criteria. We subscribe to the view that implementing EITI as part of a broader program of improved governance within both participating nations and the extractive industry will help to ensure that oil, gas, and mineral reserves provide an important contribution to sustainable development, poverty reduction, and improvement in the quality of life.

ConocoPhillips will initiate a program within its international business operations and supporting functional organizations to implement the goals of the EITI in participating nations. We look forward to working closely with those governments and organizations supporting the initiative and the EITI Secretariat to ensure that these goals are achieved. To that end, I have appointed Mr. Don Duncan, Vice President of Federal and International Government Affairs, to oversee the implementation of this program within ConocoPhillips consistent with the EITI Principles and Criteria. ConocoPhillips is in the process of updating the appearance and content of its corporate Web site, especially relating to its social responsibility matters. Our support for and endeavors relating to the EITI will be included in our Web site at www.conocophillips.com.

We appreciate the opportunity to add our support for the continuing success of the EITI and look forward to working closely with you, participating governments, extractive business, and non-governmental organizations to ensure this outcome.

Regards,

J. J. Mulva
