Borger Refinery Year the Citizens Advisory Council was Established
The Borger Citizen Advisory Council (CAC) was established in 1992.

Membership Information
Approximately 13 citizen members and 8 company members, with average attendance of 15.

Mission of the Borger CAC
The mission of Borger CAC is to be a communications conduit between the surrounding communities and ConocoPhillips and Chevron Phillips. The CAC provides the management teams of both companies the opportunity to understand community concerns regarding environmental, safety and health issues and can help the companies more effectively communicate with the local communities.

The CAC meets every other month, except during the summer.

  • Borger refinery was established in 1927 as part of the oil boom.
  • Borger refinery was the site of the first HF Alkylation unit which allowed the production of 100 octane fuel.
  • It was also the site of the first S-Zorb unit, which removes sulfur from gasoline and diesel.
