Exploration and Production

Middle EastIn 2003, ConocoPhillips and Qatar Petroleum signed a Heads of Agreement for the development of Qatargas 3, a large-scale LNG project to be located at Ras Laffan Industrial City, Qatar. In December 2005, the onshore engineering, procurement and construction (EPC) contract for the project was awarded – marking the final investment decision for the project, with all definitive agreements signed and financing completed. The integrated project comprises upstream natural gas production facilities to produce approximately 1.4 BCFD (gross) of natural gas over the 25-year life of the project and an initial average of approximately 70,000 gross barrels per day of liquefied petroleum gas and condensate combined from Qatar’s North field. The EPC contract covers the requirements for a large-scale LNG train, with a nameplate capacity of 7.8 million gross tons per annum. The LNG will be shipped from Qatar in a fleet of large, state-of-the-art LNG carriers and is destined for sale primarily in the United States. First LNG cargos are expected to be delivered from Qatargas 3 in 2009.

During 2006, engineering progressed substantially for both the onshore and offshore sectors. The three platform jackets were fabricated and installed, and onshore construction advanced to an approximately 35 percent completion level. A contract was awarded for fabrication of the three platform topsides modules. The one remaining major contract, for construction of the offshore pipelines, will be awarded in mid-2007.

In January 2007, the drilling campaign began with the spudding of the first of 33 planned wells on three offshore platforms. Fabrication of the topsides modules commenced in March. Declarations were made with shipbuilders to build seven Q-Flex and three Q-Max LNG carriers. In order to capture cost savings, Qatargas 3 is executing development of the onshore and offshore assets as a single integrated project with Qatargas 4, a joint venture between Qatar Petroleum and Royal Dutch Shell plc. This includes the joint development of offshore facilities situated in a common offshore block in the North field, as well as the construction of two identical LNG process trains and associated natural gas treating facilities for both the Qatargas 3 and Qatargas 4 joint ventures.


Chemicals

Worldwide ChemicalsConocoPhillips participates in the chemical sector through its 50 percent ownership in Chevron Phillips Chemical Company LLC (CPChem), a joint venture with Chevron Corporation. CPChem’s presence in Quatar includes Q-Chem, a major olefins and polyolefins complex located in Mesaieed, completed in 2003. In 2005, CPChem signed an agreement for the development of a second facility to be built on a site adjacent to the Q-Chem complex. The Q-Chem II Project includes a polyethylene and a normal alpha olefins plant, and a joint venture to develop an ethylene cracker in Ras Laffan Industrial City. The cracker will provide ethylene feedstock via pipeline to the polyethylene and normal alpha olefins plants. Construction began in late 2005, with operational startup of both projects anticipated in late 2008.
