To enter, you must submit a comprehensive proposal, no more than 2,000 words. The proposal must be inserted in the "Proposal Description" portion of the entry form.

All submissions must be the original work of the Entrant or team of Entrants.

You may include up to five pieces of supporting information such as original diagrams or color pictures, no larger than 8 x 10 if sending hard copy or 1MB if sending digital images.

Individuals or teams may submit up to 5 entries. If an individual Entrant is also part of a team, all submissions by that individual, whether as an individual or part of a team will count towards the five submissions for that individual.

All Entrants must be U.S. legal residents.

The submission can be entered into the contest via the internet or by mail.
